Description of original award (Fiscal Year 2009, $534,913)

The International Association of Chiefs of Police (IACP) will design and deliver a national scope communications and educational outreach program to openly discuss the Federal Bureau of Investigation's (FBI) National Data Exchange (N-DEx) with Chief Executive Officers (CEOs) of law enforcement agencies. The program will be designed to explain the foundation beneath N-DEx and the benefits to implementing it. In addition, the project will facilitate front-line acceptance and utilization of the program. A major goal of the project is to build the desired level of data exchange and information sharing that is essential for state, local, and tribal law enforcement agencies, and their respective CEOs.

IACP will also increase the level of national awareness in the law enforcement community about N-DEx; foster a culture in state, local, and tribal law enforcement agencies that recognizes the importance of leveraging N-DEx in their daily operations; and forge a nationwide, integrated network of state, local, and tribal law enforcement agencies with baseline capabilities and business practices that facilitate effective information sharing. IACP will enhance information sharing and regional law enforcement collaboration while ensuring privacy and protecting civil rights.
