Description of original award (Fiscal Year 2009, $87,467)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The disparate jurisdictions consisting of Dubuque County and the city of Dubuque will use their Local JAG award to purchase equipment, supplies and information systems to assist in the prevention and control of crime and to improve the criminal justice system. The Dubuque County Sheriff's Office will use its funds ($11,384) to cover a portion of the costs for purchasing a boat with a motor and trailer. The Dubuque Police Department will use its funds ($76,083) to obtain special equipment and clothing in order to be prepared to respond to emergency situations; provide overtime funds for instructors; provide funds for supplies and materials for the Citizens Police Academy; purchase one marked patrol vehicle and accessories for use by the Community Oriented Policing three-person traffic safety team; purchase equipment for use by the Criminal Investigation Division; and purchase a tracking device unit and accompanying software for covert operations by the Criminal Investigation Division.
