The Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC) reports 2020 data and 2021 features of the Texas state Prescription Drug Monitoring Program (PDMP).

Abstract

The name of the Texas PDMP is the Texas Prescription Program. It is administered  by the Texas State Board of Pharmacy. Contact information is provided for the Manager and the Research Specialist. For 2020, the state population was 29,183,200, and there were 127,176 DEA-registered prescribers and 5,835 DEA- registered dispensers. A total of 19 types of reports are listed as being available from the PDMP. Funding for the PDMP is provided by the state general fund. The amount of the 2021 budget is not provided in this report. There are eight PDMP staff members, with seven performing operational tasks and one doing analytical/epidemiological work. Key dates are reported for the establishment and development of the PDMP. Information is provided for accessing statutes and rules that pertain to the PDMP’s responsibilities and policies. Eleven types of PDMP capabilities and policies are listed. Data retention policy is to purge after 3 years, while retaining patient de-identifying data. Training in PDMP policies and procedures is available but not required for prescribers, dispensers, and the Regulatory Board. Information required for a PDMP account is provided. Access to patient information by law enforcement personnel requires a subpoena, court order/approval, or a search warrant. Information needed for a PDMP query is indicated. PDMP enrollment and use is required for prescribers and dispensers. In prescribing drugs for animal treatment, veterinarians may query the PDMP by the animal’s name but cannot search the animal owner’s prescription history. Drugs monitored are listed in Schedules II-V. Also monitored are pharmaceutical manufacturers/distributors sales.
