The TCCLA Program provides civil and criminal legal assistance to low income individuals, Indian tribes, and tribal justice systems, and provides quality training and technical assistance (TTA) to TCCLA grantees and Indian tribes to support the development and enhancement of tribal justice systems and access to those systems.

Law enforcement officer safety is a Department of Justice priority. In support of the President's February 9, 2017, officer safety-focused Executive Order, this BJA National Officer Safety Initiatives Program is soliciting innovative approaches to augment law enforcement safety in three key areas: law enforcement suicide, traffic safety, and a national public awareness and education campaign.

This solicitation presents competitive awards to create multidisciplinary teams to assess and address areas of risk for wrongful conviction and to review and assess post conviction claims of innocence. Applicants will lead collaborative teams of prosecutors, conviction integrity units and innocence programs to complete the work. The solicitation will also seek a training and technical assistance provider to provide support to selected projects through training and hands on technical assistance.

The Justice Accountability Initiative (JAI) is a data-driven approach that can help state, local, and tribal criminal justice agencies analyze, understand, and address reducing recidivism and crime. The overall goal of JAI is to reduce crime by reducing the risk of recidivism, particularly violent recidivism. State and local agencies can accomplish this goal by creating and improving risk prediction tools , needs assessments and supervision plans, and building data-sharing and notification systems across criminal justice stakeholders.

To reduce recidivism and crime, BJA seeks to support innovative and comprehensive approaches to develop and implement improved, more scientifically rigorous, and automated risk prediction tools (based on a computer learning algorithm or comparable algorithm), needs assessments, and criminal justice capabilities to determine who may reoffend and to apply the appropriate supervisory supports for prevention (Category 1); and to build or improve integrated and data-sharing capacity and notification systems (e.g., between law enforcement agencies and corrections authorities) (Category 2).

The goal of the Innovations in Reentry Project is to support jurisdictions to identify, coordinate, develop and implement comprehensive and collaborative strategies that address policies and procedures for successful reentry. Improving systems that result in an increase in public safety and reduction in recidivism for individuals reentering communities from incarceration who are at moderate to high risk for recidivating.

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states and local governments to develop and implement substance abuse treatment programs in state, local, and tribal correctional and detention facilities. Funds are also available to create and maintain community-based aftercare services for offenders.

The purpose of the Capital Case Litigation Initiative (CCLI) is to assist states with: (1) enhancing the ability of prosecutors to effectively represent the public in state capital cases; (2) developing and implementing appropriate standards of practice and qualifications for state and local prosecutors who litigate capital cases; (3) minimizing the potential for error in the trial of capital cases; and (4) improving the quality of legal representation provided to indigent defendants in state capital cases.

The Improving Reentry for Adults with Co-occurring Substance Abuse and Mental Illness Program is designed to improve access to and delivery of services to offenders with co-occurring substance abuse and mental illness when they leave incarceration to reenter the community. BJA recognizes that a significant number of these people adult offenders are in need of treatment in order to successfully complete their supervision, which in turn will reduce recidivism and promote public safety.

Second Chance Act programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by incarcerated adults re-entering their communities and the workforce, as well as recidivism reduction. Several years ago, BJA initiated a pilot project, the “Integrated Reentry and Employment Strategies” project that sought to test an innovative approach to reduce recidivism and increase job readiness for offenders returning from incarceration and to integrate best practices in reentry and employment.

The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs).

The focus of this program is to enhance the capacity of state, local, tribal, and territorial criminal justice systems to prevent, investigate, respond, and prosecute economic, high-technology, and white collar crimes through specialized training and technical assistance. The program also supports the crime prevention of these types of crimes through education and training of law enforcement, corrections, probation/parole, prosecutors, first responders, and members of the community.

RISS is composed of six regional centers and the RISS Technology Support Center (RTSC). The RISS Program works regionally and on a nationwide basis to respond to the unique crime problems of each region while strengthening the country's information sharing environment. More than 9,000 local, state, federal, and tribal law enforcement and public safety agencies are members of RISS. RISS offers secure information sharing and communications capabilities, critical analytical and investigative support services, and event deconfliction to enhance officer safety.

The purpose of the Adult Drug Court Discretionary Grant Program is to provide financial and technical assistance to states, state courts, local courts, units of local government, and Indian tribal governments to develop and implement drug courts that effectively integrate evidence-based substance use disorder treatment, mandatory drug testing, sanctions and incentives, and transitional services in a judicially supervised court setting with jurisdiction over substance-misusers to include addressing the opioid epidemic.

The Justice Information Sharing (JIS) Training and Technical Assistance (TTA) solicitation has 2 categories listed; (1) Criminal Intelligence Online Training and Technical Assistance (28 CFR Part 23), and (2) RISS Technology Service Center (RTSC) and Administration Support.

The JRJ Grant Program (also referred to as the John R. Justice Student Loan Repayment Program or JRJSLRP) provides loan repayment assistance for local, state, and federal public defenders and local and state prosecutors who commit to continued employment as public defenders and prosecutors. To administer this program, BJA will fund the designated JRJ administering agency for each of the 56 states and territories to serve eligible recipients.

The Justice and Mental Health Collaboration Program (JMHCP) supports innovative cross-system collaboration to improve responses and outcomes for individuals with mental illnesses or co-occurring mental health and substance abuse disorders who come into contact with the justice system. BJA is seeking applications that demonstrate a collaborative project between criminal justice and mental health partners from eligible applicants to plan and implement justice and mental health strategies collectively designed between justice and mental health.

PSN is designed to create safer neighborhoods through a sustained reduction in gang violence and gun crime. The program's effectiveness is based on the cooperation and partnerships of local, state, and federal agencies engaged in a unified approach led by the U.S. Attorney (USA) in each district. The USA is responsible for establishing a collaborative PSN team of federal, state, and local law enforcement and other community members to implement gang violence and gun crime enforcement, intervention, outreach, and prevention initiatives within the district.

BJA is issuing this solicitation to work with jurisdictions and agencies interested in developing or enhancing supervision strategies that comport with the swift, certain, and fair (SCF) principles and implementing them as part of models informed by research and responsive to local circumstances. SCF strategies are designed to improve supervision outcomes which will reduce recidivism and in turn, improve public safety. Applicants will be invited to submit proposals in two categories: grants to state and local sites to develop, implement, and test SCF strategies, and TTA to support those sites.

As part of BJA's Innovative Solutions Suite, this program seeks to address pressing state, local and tribal crime issues by supporting the use of analysis-driven, evidence-based policing practices and the development of effective and innovative crime reduction strategies.

The program will fund states, units of local government, and tribal governments to implement an evidence management program to inventory, track, and report untested and unsubmitted sexual assault kits.

The Tribal Justice Corrections Capacity Building Training and Technical Assistance Program furthers the Department's mission by assisting federally recognized Indian tribes in strengthening their correctional system capacity to provide community supervision and implement reentry strategies to reduce crime, enhance public safety, and facilitate community reintegration efforts for justice-involved individuals.

The Local Law Enforcement Crime Gun Intelligence Center Integration (CGIC) Initiative, administered by BJA in partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), is a competitive grant program that provides funding to state and local government entities that are experiencing precipitous increases in gun crime to implement comprehensive and holistic models to reduce violent crime and illegal firearms within their jurisdictions by enabling them to integrate with their local ATF Crime Gun Intelligence Centers (CGICs).

The goal of this program is to assist eligible agencies to process, record, screen, and analyze forensic DNA and/or DNA database samples and to increase the capacity of public forensic DNA and DNA database laboratories.
