The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP criminal enforcement, including prosecution, prevention, training, and technical assistance.

This FY 2017 Smart Policing Initiative (SPI) grant program seeks to build upon analysis-driven, evidence-based policing by encouraging state, local, and tribal law enforcement agencies to develop effective, economical, and innovative responses to crime within their jurisdictions.

BJA's Smart Prosecution Initiative is designed to promote effective data-driven, research-based approaches to prosecution and prosecutor-led justice systems innovations and reforms. The Smart Prosecution model builds off of the lessons learned from BJA's Smart Suite of crime fighting programs. Smart Prosecution will seek to pair an operational, results focused researcher with a prosecutor's office to develop data-driven solutions which create effective, efficient, and just prosecution strategies which will ultimately improve public safety.

The purpose of this FY 2017 competitive grant announcement is to select one provider to deliver, nationwide, a wide range of training and technical assistance (TTA) services to agencies participating in Smart Prosecution. These services include, but are not limited to, training sessions and educational sessions developed and conducted by relevant subject matter experts, onsite or remote guidance on problem analysis, solution development, data analysis, prosecution theory, evaluation methodology, and other matters relevant to the purposes of the Smart Prosecution Program.

These solicited applications will be used to supplement existing awards advancing the projects related to the Strategic Initiatives Portfolio.

Applications will be submitted under this solicitation to continue AAG-approved previously competed projects which continue to have an impact in furthering BJA’s mission to reduce unnecessary incarceration and to improve diversion, reentry, recidivism, and health outcomes for justice involved individuals with behavioral health disorders.

This is a solicitation for the FY 16 Prison Rape Elimination Act (PREA) Reallocation JAG Grant Program and is only available for eligible State Administering Agencies who administer the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, are not yet compliant with the PREA national standards, and submit to BJA an assurance to use the five percent penalty in JAG funds to help enable the state to achieve PREA compliance.

The Statewide Recidivism Reduction Strategic Planning Program will provide $100,000 awards to State Departments of Correction to develop Planning & Implementation guides to serve as the basis for an application for funds to implement a comprehensive reentry program to effect a reasonable reduction in the documented statewide recidivism rate.

The JAG Program allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions.

To provide technical assistance to Prison Industry Enhancement Certification Program, Certificate Holders and their Cost Accounting Centers. Prison Industry Programs assist incarcerated individuals to develop marketable skills that will increase their potential for rehabilitation and employment upon release.

The Regional Information Sharing Systems (RISS) Program provides services and resources that directly impact law enforcement's ability to successfully resolve criminal investigations and prosecute offenders while providing the critical officer safety event deconfliction necessary to keep the men and women of our law enforcement community safe. RISS serves thousands of local, state, federal, and tribal criminal justice agencies in their effort to identify, detect, deter, prevent, and solve criminal and terrorist-related investigations.

The Adam Walsh Child Protection and Safety Act of 2006 established a penalty for jurisdictions that failed to substantially implement the Sex Offender Registration and Notification Act (SORNA) by July 27, 2011, and for any year thereafter. See 42 U.S.C.

The program is targeted to receive application from organizations to develop and implement new and innovative strategies that better enable local criminal justice systems to prevent and respond to emerging and chronic crime problems that affect many communities in the United States. Proposals will be aimed at addressing a gap in the current base of knowledge about responding to and or preventing crime and be developed or implemented in a way that allows other communities or organizations to learn from and potentially replicate the approach.

The goal of this program is to support jurisdictions to develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry to increase public safety and reduce recidivism for individuals reentering communities from incarceration who are at medium to risk for recidivating.

The Residential Substance Abuse Treatment (RSAT) Training and Technical Assistance Program will support RSAT programs funded under BJA's RSAT formula funding grant program.

Since its inception in 2009, The National Reentry Resource Center (NRRC) has served as the primary source of information and guidance in reentry, advancing the use of evidence-based practices and policies by creating a network of practitioners, researchers, and policymakers invested in reducing recidivism. The Bureau of Justice Assistance (BJA) completely funds the NRRC through the Second Chance Act funding.

The Tribal Justice Capacity Building Training and Technical Assistance Program is a comprehensive approach by BJA to deliver training and technical assistance on a variety of tribal justice issues in Indian County.

The Drug Court Training and Technical Assistance Program is being competed under 5 categories: 1) Adult Drug Court Planning Initiative to train newly forming drug court teams, 2) Adult Drug Court Training Initiative to advertise, enhance, and deliver 22 BJA approved drug court curricula to the drug court field and develop new trainings as needed; 3) Site-specific and State-based Drug Court Technical Assistance to meet the needs of BJA adult drug court grantees to meet their grant goals and objectives as well as develop materials/content to assist the field at large, including statewide drug co
