This funding request from the Nebraska Department of Health and Human Services Division of Public Health (DHHS DPH) supports allowable costs for several BJA Harold Rogers Prescription Drug Monitoring Program (PDMP) objectives: (1) Enhance the PDMP system; (2) Develop (update) a training for system users; (3) Facilitate the exchange of information on prescriptions (4) Continue to expand monitoring beyond Schedules II-V; (5) Develop the capacity to provide unsolicited reports of controlled substance prescribing to authorized individuals or entities; (6) Support collaborations; and (7) Facilitate electronic information sharing among states in compliance with (PMIX).

The overarching goal for the DHHS DPH proposed project is to enhance data utilization through the PDMP through improved reporting capabilities, analytics, and notifications for better patient care and outcomes. The proposed project goals are to: 1) develop analytics; 2) provide clinicians with interoperable decision-making tools; 3) notify providers of potential clinical issues related to prescriptions within the PDMP; 4) enhance functionality related to interoperability; 5) educate users of the PDMP system enhancements; and 6) enhance system security related to users.

Nebraska’s proposal includes several projects that will benefit not only the state, but multiple states across the nation. In partnership with CyncHealth, the designated statewide Health Information Exchange organization and gateway and host to the Nebraska PDMP, a notifications system will be developed to alert clinicians to a variety of potential issues which may place patients at risk of harm. Several improvements will also be made by IJIS/Tetrus to the RxCheck hub for interstate data sharing and PDMP workflow integration. These enhancements will be available to any state or jurisdiction using the RxCheck system. Enhancements will include 1) Interstate Data Sharing Electronic Mutual Agreement in the Console (state worksheets; FHIR R4 Support in SRS (RxCheck version 3.0; Ability to Monitor SRS Instances (Heartbeat); and Multi-Factor Authentication (MFA) for admin users in console. DHHS DPH and CyncHealth will develop a dashboard using data sources incorporated through CyncHealth to include PDMP and HIE data which can be displayed through DHHS or CyncHealth websites. DHHS and CyncHealth will also conduct a survey and provider outreach to identify further enhancements and report requests as well as develop training videos related to enhancements and improvements to the PDMP to improve and support the use of the PDMP.
