Monroe County Swift, Certain, and Fair Program

The Monroe County Swift, Certain, and Fair (SCF) program was implemented in 2016, modeled after Hawaii’s Project HOPE. The SCF Program was implemented under the New York State Supreme Court Gun Court, to focus on reducing recidivism of firearm offenders. This Program involves several partners and has been evaluated by the Center for Public Safety Initiatives at Rochester Institute of Technology. This expansion program would address some of the limitations found in this evaluation, and expand the scope of the program to assist more Probationers in their reentry, using the principles of swiftness, certainty, and fairness.
