Program Abstract         Virginia Beach, a Virginia suburban city, population of 450,1891 residents, is submitting this Category 3 Enhancement proposal for Virginia Beach Adult Drug Treatment Court (VBADTC) to increase program capacity and enhance treatment capacity. The project expands participant capacity by 100%, extending services to underserved defendants, including defendants in Qualified Opportunity Zones. VBADTC seeks $497,605 to employ a Clinician III, provide sober and transitional housing assistance to a minimum of 48 participants, and training for Drug Court Team members.        VBADTC targets adult felony probationers with substance abuse disorder who demonstrate a high risk of recidivism and high need for services who are in violation of the terms of their probation. Participants must satisfy VBADTC eligibility criteria which includes but is not limited to, a finding confirming they have not been convicted of a violent felony or controlled substance distribution offense within ten years, disclose their substance use history and participation in drug court to treating physicians, and sign a release of information for all providers.        Virginia Beach Human Services and community-based partners provide outpatient and residential substance abuse treatment, offender supervision and case management, Moral Reconation Therapy, Medication Assisted Treatment (MAT), random drug testing, linkage to healthcare services coupled with frequent court appearances, in a coordinated approach to reduce participant’s substance use and recidivism risks.         VBADTC complies with National Association of Drug Court Professionals’ Best Practice Standards.
