Description of original award (Fiscal Year 2021, $535,000)

The Pennsylvania Commission on Crime and Delinquency (PCCD) is requesting FY 2021 Prosecuting Cold Cases Using DNA funds to support the Pennsylvania State Police (PSP) as a direct subrecipient to align with this Bureau of Justice Assistance (BJA) program aimed at resolving violent crime cold cases.

PCCD is proposing to utilize funds to:

Priority Task A -Prosecutorial Support - The components of this task will support the prosecution of 13 cold cases within 9 Pennsylvania counties. Funds will support the salary/benefits, overtime, travel, expert consultant/contractors and trial preparation required for each of the 9 counties.

Priority Task B -DNA Available /Genealogical Evidence Available – The components of this task will include support to obtain additional genealogical forensic processing/testing of the identified 13 cases by Parabon Nanolabs, Othram Labs, or a comparable lab.

Priority Task C -DNA Available /Alternative Testing Required -The components of this task will support additional DNA related testing among each of the 13 cases identified due to the varying degrees and type of samples.

Additional resources include PSP staff overtime to assist with the collection of information and support for investigatory practices to assist with the resolve of the existing 13 cold cases identified.
