Description of original award (Fiscal Year 2021, $980,000)
Pennsylvania applied for and received an award of $980,000 in FY2021 Body-Worn Camera Policy and Implementation Program funds. Pursuant to our federal application and in accordance with our approved budget, a sub award was made to the PA DOC and to 31 law enforcement agencies (selected through a competitive award process) to support BWC programs throughout PA. Subsequent to the subaward to the PA DOC, PCCD received notification that the PA DOC was unable to move forward with the grant activities as outlined in PCCD’s approved application. Due to the PA DOC withdrawal along with several of the 31 law enforcement agencies withdrawing their subawards, a balance of the $238,268 remains.
PCCD is requesting a change of scope to include a subaward of $238,268 to the Pennsylvania State Police (PSP) for the implementation of a state-wide BWC Program. PSP is currently conducting a pilot program involving 61 PA State Troopers and is planning a phased-in approach to deploy BWC’s beginning with Troop H-Harrisburg. PSP consists of 16 Troops that spans throughout PA’s 67 counties. PSP would purchase 681 BWC’s with $238,268 in grant funds and will provide an agency cash match of $238,432 for the purchase of an additional 681 BWC’s. PCCD is also requesting to subaward to PSP any unexpended funds from PCCD’s current competitive subawards to the 31 law enforcement agencies, upon completion of their programs, for the purchase of additional BWC’s. PSP is committed to the implementation of policies consistent with the Department of Justice’s BWC policy standards.
