In late 2018, PCCD was awarded nearly $1.4 million in U.S. DOJ FY 2018 Body-Worn Cameral Policy and Implementation Program funds to support the launch of BWCs within approximately 50 local law enforcement agencies (LEAs) and actively participate in the required DOJ training and technical assistance (TTA) assistance process. Additionally, PCCD, a State Administering Agency (SAA), committed staff, without the support of DOJ administrative funds, to ensure the coordination and success of this project continues in collaboration with its associated LEAs and DOJ TTA providers.

In 2019, PCCD reapplied and was awarded a FY 2019 DOJ Body-Worn Camera Policy and Implementation Program grant on behalf of an additional 35 law enforcement agencies. Subsequent to receiving Phase 2 funds and due to the judicious use of existing funds, PCCD was able to assist an additional 18 agencies through a competitive grant process to implement BWC programs. Throughout the course of Pennsylvania’s BWC Implementation Phases,103 law enforcement agencies are receiving or have received BWC support funds and an approximate total of 2,300 BWCs have or will be obtained.

PCCD is submitting the proposed BWC Phase 3 implementation and expansion project in coordination with the Pennsylvania Department of Corrections (PADOC) to support BWC implementation for 45 officers and continued expansion to law enforcement agencies across the Commonwealth.
