Description of original award (Fiscal Year 2021, $225,319)

The purpose of this grant application is to request funds in order to meet the U.S. Department of Justice’s mission via the Body-Worn Camera Policy and Implementation program to help fund the purchase of body-worn cameras (BWCs) that are implemented as part of comprehensive BWCs programs.  This grant application details how the Alton Police Department, in conjunction with the East Saint Louis Police Department, will utilize grant funds to establish BWC programs and the plans to implement them in a manner that maximizes the benefits of BWCs.

Specifically, the Alton, Illinois Police Department on behalf of the City of Alton, Madison County, and the citizens it serves, in conjunction with the East Saint Louis Police Department, are looking to purchase BWCs, necessary storage methods, necessary equipment for successful BWC programs, and necessary personnel to ensure the success of the program.  Sound policy, training, deployment, and procurement of BWCs will be developed to ensure that the BWC programs are maximizing the effects BWC programs can have including but not limited to improving law enforcement interactions with citizens, strengthening accountability and transparency, assistance in de-escalation of conflicts, and helping to increase both trust and communication between law enforcement and the communities we serve.
