Description of original award (Fiscal Year 2021, $1,200,000)

The ADEPT Program, a countywide project targeting impoverished neighborhoods, will be implemented in Miami-Dade County (MDC), Florida. MDC will engage Thriving Mind South Florida, who will subcontract with service providers to offer Residential Level II treatment beds each year to serve clients with any substance abuse disorder. Beds will be secured in years 1-3. Residential Level II services provide a range of assessment, treatment, rehabilitation, and ancillary services in a less intensive therapeutic environment with an emphasis on rehabilitation. Services for this grant will include, but not be limited to assessments, evidence-based individual and group treatment modalities, counseling, Medication Assisted Treatment (MAT), cognitive behavioral treatment, case management, and follow-up.  Thriving Mind South Florida’s Residential Level II treatment facilities are licensed, structured, rehabilitation-oriented group facilities that have twenty-four hour per day, seven days per week, supervision. MAT will be available to clients with opioid use disorders, who are deemed appropriate by a physician. MAT services will be based upon a clinical assessment and provided in conjunction with substance abuse treatment.

A second important component of the ADEPT Program will be the development and dissemination of customized and highly targeted substance abuse prevention messaging and information on how to access treatment using various social media channels and platforms in years one through three.  Impoverished communities, substance abuse hot spots, and other special populations will be targeted using advanced and proven social media and marketing strategies and capabilities such as geo-fencing.

Finally, an evaluation will be performed and a final report issued and shared with local practitioners and clinicians and DOJ.
