Description of original award (Fiscal Year 2021, $1,365,527)

In collaboration with BJA and other entities, the National Criminal Justice Training Center of Fox Valley Technical College (NCJTC) will provide training and technical assistance (TTA) in fidelity to the purpose of the Emmett Till Unsolved Civil Rights Act of 2007, which aims to provide the families of victims murdered for racially motivated reasons with long awaited justice.  The goal of this project is to support activities of state, local and tribal law enforcement and prosecutors to identify, investigate, and prosecute cold case murders associated with civil rights violations, as well as build capacity for supporting family members and community stakeholders impacted by such crimes. Training will emphasize a victim centered approach to reopening cold cases.  We will provide TTA on topics relevant to grantees’ action plans to increase the number of investigations and prosecutions of civil rights cold case murders initiated by state, local, and tribal agencies. Our vision is to bring justice, healing and support to families and community stakeholders affected by these murders.  Since receiving its first federal DOJ grant in 1993, NCJTC has become one of the nation’s top TTA providers, delivering assistance to more than 350,000 criminal justice, social services professionals, and diverse community groups in every state, US Territory, and to over 200 tribes, and in several countries.  We have focused efforts on enhancing public safety in rural communities and high poverty areas, which are often overlooked and under resourced.
