Description of original award (Fiscal Year 2022, $438,965)

The National Criminal Justice Training Center (NCJTC) of Fox Valley Technical College (FVTC) proposes to continue the development and implement a comprehensive national training and technical assistance (TTA) program for the criminal justice community regarding IoT devices. The project design is organized into three areas: 1) increase the knowledge of criminal justice practitioners through high-quality training regarding the investigation of crimes involving IoT devices; 2) establish a comprehensive national technical assistance program to increase the ability of criminal justice agencies to solve problems and/or modify policy or practices related to preventing, investigating, and responding to IoT calls for service; and 3) provide training and resources to state, local, territorial, and tribal law enforcement agencies so they can provide public awareness education about IoT devices to reduce victimization. 

The first objective is to continue to increase the knowledge of criminal justice practitioners through high quality training regarding the investigation of crimes involving IoT devices. We will use staff and subject matter experts to continue to develop and enhance curriculum, training modules, training material and instructional aides related to the investigation of crimes where IoT devices are present. Our implementation will help fill the gap where information and training in investigating crimes involving IoT devices is limited. Our proposed focus will be on select IoT devices, most commonly encountered in law enforcement situations. All trainings will address technical, legal, and ethical considerations and will be delivered in an in-person and/or online format.

We propose to continue the implementation of a comprehensive high-quality national technical assistance program which provides cost effective aid to state, local, territorial, and tribal jurisdictions about the IoT. This objective will be accomplished through the following deliverables: 1.) continued development and expansion of an IoT database; and 2) provide customized technical assistance to meet specific needs of agencies.

Prevention and awareness training will focus on best practices to secure devices and avoid becoming a victim of IoT privacy intrusion. As a community force-multiplier, the training will encourage partnerships with law enforcement by teaching citizens how they can provide data quickly and voluntarily when needed.

NCJTC will leverage its experience and extensive infrastructure to deliver high-quality TTA program deliverables within budget and on time. With the staff, expertise, resources, and partnerships already in place, we are ready to deliver the IoT training recently developed, build and deploy the IoT database, and the other items associated with this proposal.
