Description of original award (Fiscal Year 2022, $1,000,000)

Toberman Neighborhood Center's San Pedro Violence Interruption through Gang Deterrence Program is designed as a culturally relevant, trauma-informed, and developmentally appropriate prevention and intervention program. The intent is to prevent further involvement with juvenile justice and assist youth as they become productive members of the community. Toberman's Prevention and Intervention services involve a family-centered, strengths-based, and needs-driven planning process for creating individualized services and support for the participants and their families. Specific elements of the program include Family Case Management, family and youth engagement, individualized strength-based case planning, and community engagement. Youth with assessment scores indicating low- to moderate-risk with high criminogenic needs will be eligible for the project. The goals include: diverting youth from deeper penetration into the juvenile justice system, improving success in education, employment, and peer relations, as well as increasing youth and family support to stabilize the family unit.

Wraparound Services is a promising practice designed to support and stabilize the family unit by addressing their needs, building strengths and skills, and creating positive connections in the community.

As one of the oldest and most respected social service support agencies, TNC is uniquely positioned to provide comprehensive services through programs, services, and partnerships to address the needs of families. Toberman's CIWs are all lifelong Harbor residents, mirror the African American and Latino population they serve and therefore have an advantage of cultural relevance.

We offer developmentally appropriate services addressing issues of victimization, trauma, and family reunification, to name a few. Toberman has strong on- and off-campus networking partnerships relevant to serving this population's identified needs. We've made partners and created offerings in response to these needs, based on the expert advice of our CIWs, case managers, and quantitative and qualitative feedback from partners and clients. Our services extend to the Management Model client, Transitional Client Services client, or a non-client; all will benefit from the array of services that Toberman offers on campus.

Toberman Neighborhood Center (TNC) is a multifaceted non-profit organization with over 40 years of experience in gang intervention services designed for the diverse needs of the Harbor community adults, youth, and children. Toberman is governed by a Board of Directors, including several committees and areas of expertise, including finance/investment, development, and governance. Toberman has provided services as a government Contracted Intervention Agency in the Congressional District 44 for over 30 years.
