Description of original award (Fiscal Year 2022, $500,000)

This project prepares the Cuyahoga County Corrections Center (CCCC), the second largest full-service jail in Ohio, for improved operational efficiencies, more timely processing of arrestees, and a reduction in the jail population.  The purpose of the “Central Booking Technology and Equipment Enhancement” multi-agency program is to ensure that, during the arrest and arraignment process, arrestees are: treated fairly, with dignity and respect; diverted from the criminal justice system when appropriate; charged justly and properly; provided counsel at the earliest opportunity; and released on the least costly financial conditions and least restrictive non-financial conditions that will reasonably assure public safety and appearance at court. In addition to timely informed decision-making efficiencies, the project provides for improved outcomes to include: earlier identification of cases for diversion, enhanced charging capabilities, early assignment of counsel, earlier court pre-trial assessments, pre-release screening, and increased time efficient performance metrics.  The requested funding will support furnishings  equipment costs necessary for implementation of the Cuyahoga County Central Booking Technology and Equipment Enhancement Program.

The project provides for a facility redesign to eliminate the current linear criminal justice “steps" resulting in the new “real-time” engagement platform for all relevant agencies at the time of arrest. Project stakeholders include:  City of Cleveland Prosecutor, City of Cleveland Municipal Clerk of Court, City of Cleveland Municipal Court, City of Cleveland Police Department, Cuyahoga County Clerk of Court, Cuyahoga County Common Pleas Court, Cuyahoga County Prosecutor, Cuyahoga County Public Defender, Cuyahoga County Sheriff’s Department, and Cuyahoga County Witness Victim Services.
