Description of original award (Fiscal Year 2022, $20,000)

The primary goal of this project is to replace the in-car camera/motor vehicle recording systems in four law enforcement vehicles. The Mobile Video Recorder (MVR) recording systems provide records of events and to assist officers in the performance of their duties. These systems capture audio and video signals, to include, at a minimum; camera, microphone, recorder and monitor to meet K.S.A. § 45-254.

The Gardner Police Department has equipped all marked law enforcement vehicles with Mobile Video Recorder (MVR) recording systems to provide records of events and assist officers in the performance of their duties. The in-car camera systems can provide an objective record of what officers encounter to be used as evidence in court, while also increasing accountability by monitoring officer activity.

Based on the NCJA survey it was determined that Law Enforcement ranked 2nd out of eight JAG priority purpose areas. In fact, BOTH mental health & law enforcement purpose areas had totals of 85% for combined responses of “highest” and “high” level of importance.

When prioritizing within the JAG Purpose Areas, equipment was listed as one of the top areas of need for law enforcement agencies and in-car cameras, surveillance equipment & electronic evidence management systems were ALL listed as types of equipment needed in the community.
