Description of original award (Fiscal Year 2022, $147,186)
This project proposes to support the development and implementation of a protocol to bolster RPD’s efforts to address large scale retaliatory gang disputes. RPD executives will oversee the coordination of efforts to intervene in gang-involved retaliatory violence. The operational coordination of the intervention will be the responsibility of RPD’s Patrol Section Investigations (PSI) Captain, who will work closely with RPD stakeholders to develop group-level violence intervention plans that will be executed by a team of proactive officers with knowledge about the dispute. Analysis will play a central role in RPD activities throughout the course of the project. Researchers from the RIT Center for Public Safety Initiatives (CPSI) will modernize RPD’s database of shooting incidents, including information about all shootings in Rochester between 2010 and 2022, with data about the victim, the suspect, and the situational characteristics associated with the shooting to provide a basis for group/dispute selection. Additionally, RIT staff will work closely with the RPD Office of Business Intelligence to assess the impact of RPD interventions on dispute outcomes. Implementation of this project is expected strengthen RPD capacity to respond to large scale retaliatory gang disputes, improve the administration of justice in high violence neighborhoods, and reduce levels of retaliatory gun violence.
