Description of original award (Fiscal Year 2022, $21,681)
Nevada Department of Corrections (NDOC) is diligent in its efforts to act in accordance with the Prison Rape Elimination Act (PREA), including all the standards associated with the act. NDOC Inspector General PREA Management Team (PMT) will utilize the FY 2022 Prison Rape Elimination Act (PREA) Reallocation Funds to obtain up-to-date information, investigative techniques, and training. Each facility will work to meet compliance and maintain a safe environment for all.
NDOC plans to use FY2022 PREA funds to resume travel to other prison facilities around the state to complete the on-site training and auditing to ensure PREA compliance. Two PREA compliance staff will travel to develop a new and enhanced agency-wide inmate education video. The team will collaborate with PREA Coordinator to develop the enhanced educational video to be provided to inmates during intake and reception throughout the agency in compliance with PREA standards 115.33, inmate education and other PREA standards. During the pilot program, designated staff will monitor to ensure training is delivered appropriately to include consideration for inmates who have a physical or mental disability and or limited English proficiency.
NDOC will utilize funds to update intake information to remain in compliance and communicate the “Zero-Tolerance” policy existing in all the facilities printed in both English and Spanish. All reported incidents of sexual abuse or misconduct including sexual harassment will be referred to the OIG PREA Management Division for review. All incidents are taken seriously and handled in the most professional and confidential manner to ensure all inmates as well as staff feel they have an avenue to protect themselves and their privacy.
This policy will lead to the discussions and knowledge for NDOC PCM Staff with the outcome being a staff fully grasping the importance of the Department of Justice's (DOJ) PREA Resource Center (PRC) audit requirements. PREA specific investigation topics will be shared by subject matter experts (PREA Investigator and Auditor) emphasizing the importance of a safe environment with the resources in place to report any sexual assault assuring that a proper investigation will be completed.
