Description of original award (Fiscal Year 2022, $172,180)

The Pennsylvania Commission on Crime and Delinquency (PCCD) requests $172,180 in FY22 PREA compliance funds to support the Pennsylvania Department of Corrections’ progress in achieving full compliance with the PREA standards. The compliance funds will be used to support, at a minimum, the following PREA standards:

 

115.11 Zero tolerance of sexual abuse and sexual harassment; PREA Coordinator.
115.16 Inmates, detainees, and residents with disabilities or limited English proficiency.
115.22 Policies to ensure referrals of allegations for investigations.
115.31 Employee training.
115.41 Screening for risk of victimization and abusiveness.
115.42 Use of screening information.
115.71 Criminal and administrative agency investigations.
115.86 Sexual abuse incident reviews.
115.87 Data collection.
115.88 Data review for corrective action.
115.89 Data storage, publication, and destruction.

 

Pennsylvania proposes to use this funding to better communicate PREA information to inmates and staff, upgrade the PREA data collection system, examine the disparity between PREA allegations and substantiated instances, and provide training and professional development to the PREA Coordinators.
