Project Abstract

Juneau County Sheriff’s Office is applying for OJP Priority area #2, (see pages 7, 9, 11) with emphasis in areas under Priority #1(a) (page 11) in the amount of $900,000 for the 36 month grant period. The Juneau County Improving Outcomes for SUD/MOUD Project will provide an increase in access to MAT in conjunction with already established mental health and substance use disorder treatment within our jail.  The primary objective of this project is to provide inmates of the Juneau County Jail with a case manager and nurse to increase access to MAT (medicated assisted treatment), Education on SUD/MOUD and increased referral to available therapy Pre and Post Incarceration. With the purpose that upon release from the jail that they can access transportation, housing and community based mental health and substance use resources to help in their recovery from mental illness and substance use disorders as well as decrease the rates of recidivism to incarceration.

 

 This project serves all Juneau County inmates.  Juneau County has a population of 26,718 people and our jail can hold 157 inmates, the current recidivism rate is 27.9% based on arrests in 2021 and number of re-arrests in 2021.  Priority considerations addressed in this application would include:  increased access to MAT, SUD/MOUD Education, mental health and substance use disorder treatment and linkage to community based services upon release so that recidivism rates decrease and assist with housing and transportation.

 

The following screening tools: the Alcohol Use Disorder Identification Test (AUDIT), Drug Use Questionnaire (DAST-20) and the Patient Health Questionnaire (PHQ-9) and Adverse Childhood Experiences Score (ACEs) are currently used and the TCU-5 will be added as a screening tool in the grant project.

 

Pre- and Post Release SUD treatment and recovery support services provided:

 

Pre-release services: Nursing and Case Management providing increased access to MAT and SUD/MAT education. Increased access to the current AODA treatment that includes Cognitive Behavioral Therapy (CBT), Matrix Model, Solution Focused Therapy, and Anger Management.

Post-Release services: Case Management services would provide increased access to transportation, housing and community based providers. Nursing staff would provide increased continued access to MAT.

Training and other Supports provided to Staff: Additional training will be identified throughout the implementation of the program but would include continued evidence based SUD trainings supported by the current COSSAP/BJA TTA as well as the trainings supported by OJP at Crimesolutions.ojp.gov.
