The Executive Office of the State of Kansas, Kansas Governor’s Grants Program (KGGP), will administer the Byrne State Crisis Intervention Program (Byrne SCIP) formula grant award in Kansas to create and implement extreme risk protection order programs, state crisis intervention court proceedings, and related gun violence reduction programs and initiatives.  The KGGP will coordinate the establishment of the Crisis Intervention Advisory Board (Advisory Board), to include members from law enforcement, the community, courts, prosecution, behavioral health providers, victim services, and legal counsel.

The Advisory Board will assist in the development of and will provide approval for a State Crisis Intervention Program Plan (Program Plan) that outlines the specific strategies, priorities, and timelines for the grant award process in Kansas.  As a part of the Program Plan, the Advisory Board shall include a priority for a portion of the funds to be used for a research partner.  The research partner will be tasked with evaluating the effectiveness of projects and collecting and analyzing data for results.

Pursuant to the Program Plan approved by the Advisory Board and the Bureau of Justice Assistance, the KGGP will use Byrne SCIP funds to make subgrant awards to eligible applicants that apply for consideration under the specific strategies and priorities of the Program Plan.  Every effort will be made to distribute funds to all geographic regions of the state.  Kansas will adhere to the mandatory 'local pass-through' requirement and the 'less than $10K pass-through' requirement.  The applicants must demonstrate the capacity to develop or enhance gun violence reduction programs or initiatives, behavioral health crisis intervention-related programs or initiatives, or court proceedings including, but not limited to, mental health courts, drug courts, and veterans’ treatment courts.
