Description of original award (Fiscal Year 2023, $200,000)

The Town of Clendenin proposes to implement the Clendenin Police Personnel and Equipment project.  The purpose of the project is to hire additional personnel and obtain equipment for law enforcement officers of the department.   The activities to be included in the project are:  (1) hiring of one additional full-time law enforcement officer, academy fee & certification and necessary equipment (2) procurement of body worn cameras for all officers (3) procurement of mobile, outdoor cameras (4) procurement of tasers for all officers (5) procure new uniforms, new duty belts and accessories to accommodate tasers and update gear (6)  procurement of ballistic vests, shields and helmets. The project seeks to enhance community and officer safety by an increase in certified law enforcement officers; increase community and officer safety and promote transparency and collect evidence through the use of BWC and mobile, outdoor cameras. Enable officers to use less lethal means and introduce de-escalation in use of force through the introduction of tasers.  Provide updated equipment to help retain and attract candidates for hire and provide for officer safety.  The outcomes expected are:   greater transparency and trust generated within the community; greater ability to document law enforcement interactions and collect evidence for trial; provide additional means to observe and address areas where there may be an uptick in criminal activity in a quicker, more efficient manner;  a de-escalation through the use of less-lethal means to reduce risk to law enforcement and potential suspects; provide up-to-date equipment to enhance officer safety and help attract and retain certified personnel.   The Town of Clendenin, its population and its law enforcement will jointly benefit from the implementation of the project, as well as stakeholders such as the prosecutor’s office and other law enforcement agencies with whom the department engages in the course of serving the public.
