Description of original award (Fiscal Year 2023, $800,000)

The El Paso County Swift, Certain, and Fair (SCF) Supervision Program is a pre-trial supervision program that will monitor individuals who have been charged with driving while intoxicated (DWI) offenses and released on personal recognizance bonds.  Grant funds will be used to hire two (2) Supervision Officers and a Senior Supervision Officer to work directly with this population.  The goal of this program is to increase the number of defendants released pending trial, increase compliance with release conditions and court appearances, and reduce the number of DWI offenses.  The number of individuals who will participate in the program will be dependent on the number of DWI arrests.  To be eligible, the defendant must positively screen for mental health or substance abuse treatment.
