Description of original award (Fiscal Year 2023, $849,612)

The purpose of this proposal is to fund overtime for the California Department of Justice (CA DOJ) Violent Crime Information Center (VCIC) personnel to perform over the 2023 Sex Offender Registration and Notification Act (SORNA) Reallocation grant two-year period. In addition, this proposal is to fund trainings, development programs, and/or conferences for VCIC staff. Through this proposal, the CA DOJ is seeking an award of $849,612.

If the United States Department of Justice, Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking Office were to award the 2023 SORNA Reallocation Grant to the CA DOJ, it would fund approximately 18,000 hours of overtime for the VCIC personnel to perform during the two-year grant period. This effort would provide ample time for the VCIC staff to complete a backlog of various workloads that are critical and support state and federal sex offender registration and notification processes. Additionally, funding trainings, development programs, and/or conferences for VCIC staff will equip them with essential analytical and technical skills needed to continue optimal services to partnering law enforcement agencies and criminal justice agencies that investigate and prosecute sexual assault cases, and report sex offender registration and notification information to the CA DOJ.

These projects will have an immense impact to the VCIC and its supporting programs that carry out California’s sex offender registration and notification mandates and SORNA requirements. Additionally, both projects would further strengthen the CA DOJ’s ability to continue meeting state and federal sex offender registration and notification mandates while maintaining the capacity to complete new workloads; and ensure essential staff attain the latest skills, tools, and experience in sex offender tracking, monitoring, registering, and processing.
