The Guam Bureau of Statistics and Plans, State Administering Agency (SAA), is applying for the Fiscal Year 2023 Residential Substance Abuse Treatment (RSAT) for State Prisoners Grant. Through its implementing agency, the Guam Behavioral Health and Wellness Center (GBHWC), in coordination with the Guam Department of Corrections (DOC), will use the funds to continue implementing the Residential Substance Abuse Treatment Program within the DOC facility. The RSAT Program's goal is to break the cycle of drugs and violence by reducing the demand for, use, and trafficking of illegal drugs on Guam through the following objectives: enhance the capability of Guam’s local government to provide residential substance abuse treatment for incarcerated inmates; preparing offenders for their reintegration into the communities from which they came by incorporating reentry planning activities into treatment programs; to assist both the offenders and their communities through the reentry process through the delivery of both community-based treatment and other broad-based aftercare services; and to provide access to MAT services to incarcerated individuals with an alcohol and/or opioid use disorder. To achieve this, the RSAT program will continue to build treatment capacity by sustaining the Chemical Dependency Treatment Specialist position.  The continued implementation of the Chemical Dependency Treatment Specialist will ensure that the treatment and individual care of the participant will be met and the participant will be provided with the tools to maintain their recovery and make the transition from prison life to community life as stress free as possible. The RSAT Program will also incorporate a strict process in screening potential participants; provide a therapeutic residential community treatment center; offer combined evidence-based treatment programs such as Cognitive Behavioral Therapy, Thinking for Change, Prisoners Journey, Celebrate Recovery, Character Development, Purpose Driven Life, 12-step Program, Helping Men/Women Recover (Gender Specific Trauma Informed Evidence-Based Practice (EBP) for Substance Users) Matrix Model for Substance Use Treatment and the Moral Reconation Therapy (MRT) group; intense involvement of inmates in their own problem solving and development through a Relapse Prevention Plan (RPP) of intervention; and continue structured aftercare component to reinforce positive and learned behaviors upon release.
