Description of original award (Fiscal Year 2023, $1,299,346)

Cambria County, Pennsylvania, a suburban community, is applying under
Category 1-B: Locally Driven Responses to the Opioid. The proposed initiative will expand
access to transitional housing, case management services, and workforce development for
individuals who have left incarceration and are on probation services with Cambria County
Adult Probation and Parole Services. Specifically, under this project, Cambria County will: (1)
Partner with Breaking the Barriers to provide recovery housing and case management services to
up to 90 individuals over the life of the grant. (2) Partner with Goodwill of the Southern
Alleghenies to provide workforce development and education services to up to 100 individuals
over the life of the grant. (3) Partner with a researcher to continue to provide research-based
strategies to identify treatment/resource needs, address system gaps, and evaluate program
effectiveness through objective measures. Planned activities/allowable uses include evidence based substance use disorder treatment related to opioids, stimulants, and other drugs, such as
MAT, as well as harm reduction activities and recovery support services for pre-trial and posttrial
populations leaving jail or residential treatment programs.
