Description of original award (Fiscal Year 2023, $79,368)

The U.S. Attorney’s Office for the Eastern District of Oklahoma (EDOK) has determined that the 2023 PSN strategy will focus on enhancing targeted prosecution of violent offenders, especially those with illegal firearms; increased education regarding the McGirt decision; increased coordination with the public, partners, and care providers; and the reduction of intimate partner violence through the district. Specifically, the grant will be subawarded to a law enforcement agency, with the funds most likely to be utilized for personnel and benefits or overtime. The geographic emphasis of the project has not yet been determined; the fiscal agent will distribute the subgrant application upon receipt of federal funds based on the USAO’s direction. Subgrant applications must describe the violent crime drivers and how the project will address these, identify the targeted patrol area, and explain how violence is driven by gang activity and how the 30% set aside specifically will be met. The strategic enforcement area will be known upon selection of the subgrantee. The subgrant will coordinate and meet regularly with PSN team members and agencies and will describe a plan for how the agency plans to inform the public that their targeted enforcement has been successful, such as releasing a public media release regarding the arrest of a violent offender or posting updates on accomplishments on social media. Additionally, the prevention and intervention design element will be acted upon, as subgrant applications will refer eligible individuals for social services and programs. The primary design element that will be utilized for this project is focused and strategic enforcement. The funded agency will patrol a specific area prone to violent crime and will specifically focus efforts on chronic violent offenders, gun crime, and gang affiliated individuals in particular. Grant deliverables include quarterly PMT reports and semi-annual progress reports. Beneficiaries of this program include rural areas, specifically residents in the region of the subgrant, staff of the agency receiving the award, and the EDOK and its partner agencies.
