Description of original award (Fiscal Year 2023, $104,000)
Mississippi Gulf Coast Community College (MGCCC) seeks to implement a BWC program across all
locations served by the MGCCC Campus Police Departments in Stone County, Harrison County,
Jackson County, and George County, Mississippi. The purpose of the proposed program is to create
evidence-based policies and protocols consistent with state and local law with the input of all relevant
stakeholders; to prepare the technology and training necessary for a successful deployment of BWCs;
and to deploy BWCs and establish protocols for appropriate and effective monitoring and assessment
of the BWC program. Project activities include establishing a relationship with the BJA TTA provider
and assembling a BWC task force comprised of stakeholders from the Campus Police Departments,
appropriate departments within the college, the student body, and the external community. This task
force will plan and schedule a public information campaign and review new and revised policies for
the BWC program. BWCs will be procured and on-premises data storage will be implemented, as well
as training for officers, supervisors, and campus administrators. BWCs will be assigned to designated
officers and shifts through the college inventory system and through a check-out process. During the
first quarter of deployment, all training will be assessed for completion and effectiveness. There will
also be ongoing video reviews three times a week for one shift per campus and associated centers for
the purpose of evaluating integrity and performance. Supplemental training will be implemented as
needed following these reviews. During the last quarter of the performance period, surveys will be
given to participating officers and the campus community to determine the impact of the BWC
program. The expected outcome is a sense of increased safety for MGCCC Campus Police Officers
and for the members of the MGCCC community.
