Description of original award (Fiscal Year 2023, $35,000)

The Cook County Sheriff’s Office currently employs 4,154 active sworn officers deployed across
multiple divisions. Current deployment includes 2,423 correctional officers, 755 courts officers, 570
police officers, 279 officers in administrative positions and 127 officers deployed to community
corrections. There are additional sworn personnel in executive and other operational areas.
Approximately 2,000 corrections officers, 400 police officers and 700 officers assigned to courts have
regular interactions with the public or with the Department of Corrections population. The funds, if
awarded, will be used to provide a total of 100 sworn officers with BWC equipment. The target
population includes between 20 to 40 new recruits with the remainder to be distributed to sworn
officers in the Corrections, Police, and Courts officer groups in equal measure. The funds, if awarded,
will be used to purchase a total of 100 cameras. This includes the required match funding from the
Sheriff’s Office. The grant funds would be used to purchase 50 units and the required match funds
would be used for an additional 50 units.
The devices acquired under the BJA funding, if granted, will be integrated into our existing BWC
program, and will follow the performance metric process established for the existing program. Metrics
include monitoring via our Incident Review and BWC units to determine whether officers are
following policy and that the cameras remain on and record all interactions during a given officer’s
work assignment, and that any incidents reported (arrests, use of force, etc.) have corresponding
footage. Where multiple officers are present during any given incident footage is cross compared
among all cameras present at the incident to determine report completeness regarding the incident and
officer behavior during the incident. All camera use and performance measurement are governed by
existing policies.
