Hartford Police Department armor system upgrade program

The Hartford Police Department proposes to implement the armor/plate carrier upgrade program to issue hard plate armor and plate carriers to all sworn officers. Project activities include procurement of hard armor plates, plate carriers and "POLICE" insignia for the plate carriers, implementing policy on its deployment, training with armor and issuance of armor upgrades to sworn members. Expected outcomes include the ability for officers to handle all calls for service to include higher risk calls for service with safer upgraded equipment.
