It is a common assumption that alternatives to incarceration lower recidivism to community safety, improve life circumstances for the justice-involved individuals and their family, and produce cost savings for both the individuals involved in the criminal justice system and collective criminal justice agencies. To assess these assumptions, the Cobb County District Attorney (CCDA) proposes to implement a comprehensive and systematic examination of early intervention programs by engaging in a formal program evaluation of currently operating alternatives to incarceration. Specifically, the CCDA has established a formal partnership with Innovative Prosecution Consulting to conduct a process evaluation, outcome evaluation, and cost-benefit analysis of the Pre-trial Diversion Program and the Alternative Resolution Court.
