The Alabama Administrative Office of Courts (AOC) seeks adult drug court grant funding in the amount of $1,868,756 over a four-year period to implement the MIDAS Treatment Court Data Project: a proposal to upgrade and enhance MIDAS (the Model Integrated Defendant Access System) by providing AlacourtPlus to ten pilot municipalities. This is necessary to ensure that the criminal history record of persons arrested for misdemeanor drug or alcohol offenses in a municipality is available to treatment courts for proper assessment and creation of an individualized treatment plan, as well as for tracking recidivism of program participants after graduation.
Intended beneficiaries of the target population are participants in adult drug courts that are located within one of the ten pilot municipalities to be chosen based on: 1) areas that are historically underserved, marginalized, and adversely affected by inequality; 2) the municipality agrees to participate in the pilot project; and 3) the municipality has the network capacity for AlacourtPlus to operate successfully.
The primary activities involved will include: hiring of IT necessary personnel; purchasing and installation of necessary data infrastructure, equipment, and software; selection of ten pilot municipalities; transferring and migrating municipal court data; setup and on-site training of Alacourt Plus and related software; integrating each pilot municipality on AlacourtPlus into the MIDAS treatment court data system; and setup and training of drug treatment courts serving the pilot municipal jurisdictions concerning MIDAS assess to municipal court records.

Data will be collected through scheduled Project team meetings held at least bi-monthly in order to assess progress, chart next objectives to move forward, and address any concerns or issues. Each team member will provide status updates regarding their respective deliverables. The expected measurable outcomes at the conclusion of the funding period include: a successful implementation and integration of ten municipal courts onto Unified Judicial System’s AlacourtPlus system; MIDAS access to the pilot municipal court records; and resulting in a more precise evaluation measure of achieving program goals and gauging effectiveness of the drug courts in the Judicial Circuits serving these municipalities.
