Description of original award (Fiscal Year 2023, $950,000)

The Harnett County Regional Veterans Treatment Court (VTC), a post adjudication Treatment Court operating continuously since November 2013, is requesting Bureau of Justice Assistance BJA FY23 Veterans Treatment Court Discretionary Grant Program: Category 2 funds in the amount of $950,000. Purpose is to enhance the Veterans Treatment Court, based on the current pandemic, to assist nonviolent offenders with successful rehabilitation from the use of drugs and/or alcohol. The population to be served is High Risk/High Need Veterans with a documented mental health history and substance use abuse related criminal charges throughout Eastern North Carolina. Forty clients will be served with BJA grant funding each year of the grant for a total of 120 clients over the lifetime of the project. The Harnett County Regional Veterans Treatment Court operates out of Lillington, NC at 301 West Cornelius Harnett Blvd, Lillington, NC 27546. The goals and objectives of the project are as follows:

Goal 1. To increase the ability to get Veterans into our program by leveraging judicially approved video conferencing capability in areas that are determined to be High Poverty Areas and Persistent-Poverty Counties in Eastern North Carolina. This goal will be accomplished by increased VTC recruiting and awareness in these areas; building mentor capacity; and ensuring approved Veteran participants can maintain court standards.
Goal 2: To provide mental health and substance use disorder (SUD) outpatient treatment, in patient treatment and/or evidence-based psychotherapy and corresponding psychiatric medication mgmt.; and supporting MAT.
Goal 3: To maintain random substance use testing that is being administered for all participating Veterans. This goal will be accomplished by utilizing Urine drug and alcohol testing that are monitored by a trained tester and ran through our onsite lab
Goal 4: To provide mentor/ peer support services to each participating Veteran residing in High Poverty Areas and/or Persistent-Poverty Counties by maximizing use of Web-Based technology.: To provide mentor/ peer support services to each participating Veteran residing in High Poverty Areas and/or Persistent-Poverty Counties by maximizing use of Web-Based technology.
