Description of original award (Fiscal Year 2023, $293,125)

The Grand Coulee Police Department proposes to implement the Capacity Improvement to Combat Violent Crime Program. The purpose is to develop a comprehensive, multifaceted program to increase agency capacity in the critical elements of community engagement, training, analytics, and intelligence to reduce violent crime in the city and schools of Grand Coulee, Washington. Project activities include establishing a department training development program to provide agency instructors certified to instruct use of force and de-escalation as required by state law; implementing evidence-based force-on-force firearms training scenarios; developing and implementing a community engagement team to host or participate in local events; adding a data analyst position to track, map, and record crime data; and allowing the most efficient response plans.
