The Faribault Police Department proposes to implement a violent crime reduction strategy termed TARP (Targeting Adult/ Adolescent Repeat Perpetrators). TARP will include the installation of a wireless digital camera system, crime mapping software that will be used to help identify crime hot spots, a license plate reader system to help identify unknown perpetrators, 3D crime scene scanning to better document crimes for prosecutors, a mobile alarm system to protect victims, and premium mobile software that will allow for the legal unlocking and decryption of mobile devices. The purpose is to develop a comprehensive, multidisciplinary, trauma-informed, and best practices community-based enforcement and education team for adult and adolescent perpetrators in Faribault.
