Description of original award (Fiscal Year 2023, $900,000)

Lummi Nation will use grant funds to develop and fully implement a Lummi Healing to Wellness DUI court (HTWDUIC) with different tracks based on risk, needs, and access to culturally based rehabilitative support services. There is a gap in services related to treating individuals with multiple DUIs and substance use related charges by not having a DUI treatment court that can provide coordinated services and resources from a multidisciplinary team focused on individual risk and needs. The goal of the HTWDUIC is to reduce recidivism by lowering the number of DUI’s by effectively treating individuals with alcohol dependence. New referral rates are currently low, and the program will be enhanced to make it more culturally relevant and appropriate with these funds, hopefully making it more attractive to potential participants. A brochure will also be developed, and the referral processes will be streamlined and enhanced by the HTWDUIC team. Also, the tribe will use grant funds to rent GPS monitoring equipment to keep participants with a high flight risk engaged with HTWDUIC during stage one, as well as to enhance its ability to have effective sanctions. Funds will also be used to support the team with ongoing local, tribal, and nationwide trainings and conferences.
