Description of original award (Fiscal Year 2024, $500,000)
Due to concerted efforts and a shared sense of responsibility, collaborative efforts across the federal, state, local, tribal, and territorial (FSLTT) law enforcement communities have resulted in improvements and the expansion of information and criminal intelligence sharing capabilities. Despite the many successes in improving collaboration, information, and criminal intelligence sharing, information “siloes of excellence” remain within and between federal and SLTT law enforcement communities. Expertly designed and developed resources as well as training and technical assistance (TTA) are critical tools to enhance and expedite information sharing to address current and emerging threats and promote privacy, civil rights, and civil liberties (P/CRCL) protections. Furthermore, support is needed to deliver effective standards-based technical assistance (TA) and provide peer engagement opportunities to better equip law enforcement and intelligence entities with the knowledge and tools they need to detect, prevent, and counter criminal and terrorist activities and enhance information sharing.
The Institute for Intergovernmental Research (IIR) submits the following proposal for the State, Local, Tribal, and Territorial Information Sharing Training and Technical Assistance Program in support of continuing and achieving the goals of the program.
IIR proposes to support collaborative information sharing efforts of the U.S. Department of Homeland Security (DHS), the U.S. Department of Justice (DOJ), the Office of the Director of National Intelligence, the Federal Bureau of Investigation, the Bureau of Justice Assistance, and experts from state and local communities. IIR proposes to provide continued support for these efforts and coordinate with DOJ and DHS on select information sharing projects as prioritized by the Criminal Intelligence Coordinating Council (CICC) and/or DHS’s State and Local Intelligence Council. IIR will develop, coordinate, and reproduce resources, tools, and training for SLTT partners to further their information and intelligence sharing capabilities.
IIR will also provide continued support for SLTT information sharing exchanges (virtual and/or in-person). Support includes assistance with the identification, documentation, and sharing of recommended practices and lessons learned; the coordination of exchanges and all related communications; preparation of participant information packets; the provision of travel parameters, program requirements, and invitational travel support, when appropriate; tracking metrics; after-action reporting; and post-activity support.
The achievement of these goals will support the standardization of information sharing practices, including P/CRCL protections, and the identification and sharing of SLTT promising practices and lessons learned, while providing valuable guidance on contemporary intelligence and information sharing areas.
