Description of original award (Fiscal Year 2024, $788,000)

The Delaware Office of the Attorney General needs to enhance its capabilities for data analysis, interpretation, and utilization, as it services the entire state of Delaware. We currently rely on a combination of manually-entered spreadsheets, open source materials, and DELJIS for our data pulls. While DELJIS contains the data we need, this system was designed to be a data warehouse, not an active search engine.
The implementation of the e-Prosecutor case management system will greatly improve our internal data collection capabilities. More importantly, it will allow us to pull the data from the data warehouse for use without the need to write an access code for every data pull. However, the data we collect must be analyzed, shared, and used effectively. Only properly analyzed and contextualized data will allow us to carry out our mission in an effective, informed, and data-drive manner.
The data laboratory will be equipped with cutting-edge hardware and software infrastructure to support advanced data analytics, machine learning, and visualization techniques. It will provide analysts with access to diverse datasets, including structured, unstructured, and near real-time data streams, facilitating research in areas such as predictive modeling, network analysis, natural language processing, and computational social science.
The main goals of the data lab are: data collection and integration between law enforcement agencies, government databases, private entities, and publicly available information; data analysis and interpretation to identify trends, patterns, and anomalies in the data, and develop predictive models to aid proactive decision-making; create intuitive-use, public-facing dashboards and visual aids to increase transparency and communicate with stakeholders (Deputies for the Office of the Attorney General, the general assembly, the general public; assist legal teams in case preparation by gathering relevant statistical data; collaborate with policymakers to develop data-informed regulations and legislation, and to evaluate the impact of existing policies and propose revisions based on data analysis; training and capacity building to enhance data literacy and technical skills among analysts, attorneys, and members of the general assembly; implement robust data security measures to protect sensitive information; and collaboration with other agencies for resource sharing, skill set diversification, accelerated innovation, scalability.
