Description of original award (Fiscal Year 2024, $113,000)

The Delaware Department of Correction (DDOC) is proposing the implementation of a Body Worn Camera (BWC) pilot project across two Level V and one Level IV facility. The primary objective of this initiative is to increase accountability within correctional facilities by equipping staff with an additional tool for oversight and monitoring. Through the deployment of BWCs, the DDOC aims to foster a culture of transparency and professionalism, thereby enhancing both staff and inmate accountability.

The BWC project will facilitate constructive feedback and coaching to staff, enabling them to improve their responses and operational efficiency. Moreover, recognizing that trust is paramount in community relations, the project aims to enhance community confidence in the DDOC by promoting transparency and accountability. In addition to its role in staff and inmate accountability, the BWC project aims in aiding the investigation of incidents such as Prison Rape Elimination Act (PREA) violations, Use of Force incidents, and other department-wide investigative processes. The availability of recorded footage can lead to expedited resolutions of citizen complaints, lawsuits, and internal grievances, thereby improving overall departmental efficiency.

Pending funding approval, the DDOC intends to procure 118 Axon Body 3 cameras, 11 Eight-bay charging stations, and 154 mounts through state contract GSS17788-BODY_CAM. These resources will be deployed on correctional officers within high-risk and community-involved areas, including Pre-trial units, Maximum Security Housing Units, Road Crew, and Escape recovery teams.
In summary, the proposed BWC pilot project represents a proactive approach towards strengthening accountability, transparency, and community trust within Delaware's correctional system. By using this technology and encouraging transparency, the DDOC aims to set a new standard for correctional oversight and professionalism.
