Description of original award (Fiscal Year 2024, $348,149)
The Residential Substance Abuse Treatment (RSAT) grant funds in Nevada will be invested in Nevada Department of Corrections (NDOC), a prison-based program, North Las Vegas Community Correction Centers (NLV CCC) a jail-based program and Washoe County Sheriff’s Office Detention Center (WCSO) a jail-based program to address addictions of incarcerated individuals prior to release and re-entry into the communities. The funds will sustain two NDOC trained and certified counselors who administer the substance abuse programs within the prison system at three locations. The funds will also sustain NLV CCC RSAT program within the jail-based system by contracting with a professional behavioral health specialist providing the evidence-informed substance abuse intervention. Finally, the funds will support the RSAT Program at the Washoe County Sheriff’s Office Detention Center in northern Nevada to provide Opioid Treatment Program (OTP) level of services for persons incarcerated in the Detention Center. In addition, the funds will pay for conference attendance, meetings and travel for training, release coordination, supplies, and educational expenses.
NDOC has three locations which provide the RSAT program, Florence McClure Women’s Correctional Center (FMWCC), Southern Desert Correctional Center (SDCC) located in Las Vegas and Northern Nevada Correctional Center (NNCC) located in Carson City. NLV CCC provides the RSAT program at one location in North Las Vegas. WCSO provides the RSAT program in the Washoe County/Reno area in the northern portion of Nevada. These three programs now provide statewide coverage for the RSAT programming to prepare participants for their reintegration into a community by incorporating reentry planning activities into their treatment program; and assist them with connection to community resources such as housing, employment, access to state identification applications, enrollment into Nevada Medicaid and Nevada supplemental nutrition assistance program (SNAP), and access to public transportation while providing personal hygiene kits to assist with job readiness. Services may also include referrals and/or transports to community-based programs and follow-up services throughout the reentry process.
RSAT funded programs will provide trained and certified substance abuse counselors, who will treat the inmate’s substance abuse addictions and teach inmates skills necessary to prepare for successful reintegration into the communities. Counselors will provide science-based substance use treatment along with evidence-informed treatment programs while providing other skills needed to avoid substance use and many other issues associated with substance use, such as anger management, criminal behavior, problem-solving, and mental health issues.
