Description of original award (Fiscal Year 2024, $311,016)

The Minnesota Department of Corrections (MN DOC) provides approximately 1,083 residential substance abuse treatment entries annually to high-risk offenders prior to their release to the community. About 85 % of Incarcerated People entering DOC need SUD treatment, 50% need 3.5 level of care and DOC has only 18% to receive treatment. Studies have found that treatment participation correlates to a 23% reduction in recidivism.

The MN Correctional Facility- Lino Lakes TRIAD program provides treatment services for clients who meet the American Society of Addiction Medicine (ASAM) criteria 3.5 Residential level of care and have a high need for treatment. Clients with Opioid use disorder that are also DWI offenders get priority for treatment services. When the client completes this level of care, the client is transferred in house to a unit that offers 2.1 Intensive outpatient (IOP) level of care services. While participating in IOP, client will seek employment in the institution. This allows the client to practice work life balance. Meeting the milestones of this level of care the client may step down to 1.0 Extended outpatient level of care. The client will work full time and receive three hours of support services until completion of the treatment goals or released.
