Description of original award (Fiscal Year 2024, $121,280)
The Commonwealth of the Northern Marianas Islands’ Criminal Justice Planning Agency (CJPA) proposes to continue funding the CNMI Residential Substance Abuse Treatment Program in the Department of Correction (DOC). The DOC is the only state correctional facility in the CNMI.
The purpose of this program is to ensure that inmates who require SUD or co-occurring substance use and mental health disorder services are provided residential treatment and access to mental health disorder treatment. The Department of Correction’s service area is located on the main island of Saipan. Treatment and reentry services will be afforded to individuals incarcerated at the jail.
Primary activities will include a 6–12-month program of evidence-based SUD treatment services within the facility, ensuring access to the state hospital’s mental health department to address mental health disorder treatment, and ensuring access to reentry services for inmates transitioning back into the community with state SUD providers for continued post release treatment services and aftercare.
Expected outcomes of this project are continued treatment in the jail-based residential program, where 98% of the inmate population are minorities, access to mental health disorder treatment services while incarcerated, and access to reentry services and continuity of care upon release.
The intended beneficiaries of the proposed program are the pre-release and post-release offenders, including pretrial detainees. The subrecipient for this grant is the CNMI Department of Corrections.
