Description of original award (Fiscal Year 2024, $900,000)

The Administrative Office of the Illinois Courts proposes 'Emerging Adults, Violent Crimes, and Weapons: Combatting Crime in Illinois with Swift, Certain, Fair (SCF).' The purpose is to develop and implement SCF supervision strategies in several Illinois probation and court services departments to reduce recidivism and improve outcomes for emerging adult clients who are on probation for violent crimes and unlawful use of weapons charges. The Administrative Office of the Illinois Courts will also evaluate the effectiveness of the SCF strategies through its researcher-practitioner partnership with the National Center for State Courts (NCSC).
Primary activities include hiring a Program Coordinator; funding National Center for State Courts as a research partner; participating in training and technical assistance; funding recovery support services; developing an action plan and evaluation plan; and creating a final report that evaluates the effectiveness of the implemented strategies. Expected outcomes include working with two Illinois Probation and Court Services departments that currently serve emerging adult clients but do not utilize SCF techniques.
