This proposal involves a groundbreaking pilot study into Restorative Justice in a serious felony shooting case. Restorative justice programs offer a low-cost secondary voluntary/opt-in procedure that offloads cases from the court system and prosecutors to a community-positive system with alternatives to incarceration with markedly lower rates of recidivism. This is a self-adjusting system where those most likely to be prosecuted and those most likely to be victimized can benefit the most. The accused are given the opportunity to remediate the harm caused to their victims which statistically results in a reduction in recidivism, improving community safety. Prince William County Government will utilize this funding to work on this case.
