Description of original award (Fiscal Year 2024, $627,878)

The Kentucky Department of Pretrial Services (DPS) seeks to revitalize and expand its current pretrial supervision program, known as Monitored Conditional Release. Building on the framework of an existing program, the Kentucky DPS aims to explore a strengthened strategy that employs the principles of SCF. In collaboration with their research and evaluation partner, the Crime and Justice Institute, the Kentucky DPS will initiate, pilot, and evaluate a pretrial supervision model utilizing SCF principles to determine the feasibility of sustaining and implementing the SCF model on a statewide scale. This initiative will advance pretrial supervision strategies by deviating from a traditional sanctions-based model and instead utilizing alternatives that address the underlying needs of the individual. The SCF pretrial supervision program will be used in two distinct pilot sites.
