The Division of Scientific Services (DSS) is seeking grant funding to implement modernized record and evidence management systems that will benefit postconviction testing. Successful DNA postconviction testing relies on organized case records and filing systems as well as robust evidence preservation policies. The DSS will improve the laboratory's evidence storage, preservation, and tracking. Staff will coordinate the comprehensive inventory of retained biological evidence dating back to 1970. Retained evidence will be located, electronically recorded, and stored according to best practices. The evidence retention policy for DNA extracts will be modernized by implementing a dry-down preservation process, thereby improving DNA stability for future testing. The DSS will modernize and digitize case file storage. Grant funding will be utilized to digitize ~40,000 case files dating from 1970 and apply optical character recognition to the electronic case files. A contemporary in-house search engine will provide the DSS with the technologically advanced tools necessary to review adjudicated cases thoroughly and efficiently. The DSS will also utilize grant funding to establish a bidirectional case management system to interface directly with the Office of the Chief State's Attorney and the Conviction Integrity Unit. The successful completion of this project will vastly improve the laboratory's record management and evidence retention systems.
