Description of original award (Fiscal Year 2024, $430,032)

The proposed project aims to enhance Colorado's competency court docket system to address challenges within the state's criminal justice system. Through standardized protocols, best practice development, and comprehensive evaluation, the project seeks to improve the efficiency, effectiveness, and equity of competency-related processes. The service area encompasses all of Colorado's judicial districts, with a particular focus on underserved communities facing challenges accessing mental health resources.

Additionally, the project will collaborate with a consultant contractor to evaluate and develop materials for competency court dockets. This evaluation will be supported by a court programs analyst housed at the State Court Administrator's Office within the Court Services Division's Criminal Justice Programs Unit. The project seeks to meaningfully advance equity and remove barriers to accessing services and opportunities for historically underserved communities disproportionately impacted by crime, violence, and victimization. It will prioritize addressing the cultural and linguistic needs of communities and implementing culturally responsive outreach and engagement strategies.

Furthermore, the project will seek consideration under the programmatic priority areas to promote effective strategies to expand the use of mental health courts and related services and utilize funds for treatment of incarcerated populations to provide transition and reentry services. This collaboration will involve partnerships and coordination among key stakeholders within the criminal justice system to enhance competency-related processes and improve outcomes for individuals involved in the system. Subrecipient activities may include subcontracting with entities to support specific project activities, such as training, evaluation, or material development, as needed. There are no planned conference activities for the recommended award.
