Description of original award (Fiscal Year 2024, $240,679)
With this award the Hennepin County Sheriff’s Office proposes to
provide continued salary support for three forensic technicians. The Hennepin Forensic Science DNA Lab uses a segmented processing approach to optimize the handling of DNA samples. This method divides evidence into separate workflows for: DNA swabs taken directly from crime scenes and physical items requiring pre-processing. The division allows for specialized staff focus, improving efficiency and predictability in case management.
Key strategies include: evidence screening and DNA Analysis, which includes specialized branches for initial assessment and detailed DNA analysis streamline the process and enhance resource allocation; workload division enhances case processing predictability and staff allocation, maintaining balance to minimize bottlenecks for predictability and staff allocation; training staff in both screening and DNA processing ensures flexibility and efficient resource utilization; and technicians pre-screening evidence and performing reagent and instrumentation quality control, allowing scientists to concentrate on complex analyses, a practice bolstered by a previous OJP awards and efficiency reports.
The lab’s efficiency has markedly improved with the addition of FY24 Capacity Enhancement for Backlog Reduction funded DNA screener positions, reducing the average turnaround time for DNA pre-screening cases from 54 days to 31.2 days. This system also frees DNA analysts from screening duties, allowing them to focus on DNA casework. Continuing education in scientific and management fields is emphasized to keep analysts abreast of technological advancements and best practices, ensuring the delivery of high-quality forensic science services.
