Description of original award (Fiscal Year 2024, $500,000)

The Honolulu Police Department (HPD), the largest law enforcement agency in the State of Hawaii, is responsible for leading the majority of criminal investigations within the City and County of Honolulu. As cybercrime and the need for digital forensic examinations continue to rise annually, the HPD must evolve to keep pace with advancing technology. To address this growing demand and enhance its investigative capabilities, the HPD’s Criminal Investigation Division’s (CID) Cyber Crimes Detail (CCD) will utilize this funding to acquire and deploy a specialized vehicle. This investment will significantly improve the department’s ability to serve and protect the public in the face of escalating cyber threats. The Cyber Command Response Vehicle (CCRV) is a mobile, digital forensics laboratory equipped with high-performance equipment and software that will provide a powerful capability to conduct large-scale digital forensic examinations at the scene of an incident. This will allow digital evidence to be preserved and will allow for faster recovery. The goal of this project is to provide the state with the capability to respond to cybercrime-related incidents with a fully equipped vehicle capable of providing digital forensic services at any given location.
